法治理念下建设服务型政府遇到的执法障碍及其对策

当前我国行政执法中还存在的诸多问题,如：法律法规不理顺,存在一定程度的法律冲突;执法观念陈旧,非人本主义的暴力执法现象比较严重;行政执法职能定位不清,多头执法与集中执法遭遇体制障碍;执法效率低下,集中风暴式执法后患较多;执法行为某种程度上存在趋利化倾向;缺乏行政执法责任追究,等,都在某种程度上阻碍着服务型政府的顺利建设。适应服务型政府建设要求提升行政执法品质的对策有：加大法制建设力度,妥善解决法律冲突问题;理清行政执法职能和执法功能,巩固集中执法成果;加大财政预算对执法支持力度,清理和规范政府非税收入;加强行政执法人员职业培训;引进数字化执法技术及方式;加强行政执法监督;完善行政执法责任追究制;实行行政问责制度,等。
