| 摘 要： | 经济特区授权立法制度,是我国在改革开放初期赋予经济特区的一项立法特权。在实践中曾经对经济特区的发展起到很大的推动作用,但是同时也暴露出严重的理论和实际问题。随着市场经济体制的不断完善、全面开放格局的形成和加入WTO,经济特区授权立法制度已经失去了存在的基础,应当退出历史舞台。

| Abstract: | The system of delegated legislation to Special economic zone is a legislation privilege of in the early period of reform and open. In practice , it plays a very important part in development of Special economic zone , but it revealed some serious problems in theory and practice . As the system of market - orienting economic increasingly improve , overall opening pattern has formed and our country has entered WTO, The system of delegated legislation to Special economic zone has lost the basic of existent and should be abolished. |
