基层网格化治理中的个人信息权益保护

基层网格化治理领域中的个人信息权益保护具有特殊性,具体体现为融合性、持续性、广泛性与不可回避性。目前,我国基层网格化治理个人信息权益保护存在个人信息保护制度不健全、个人信息获取方式不科学、个人信息收集缺乏对称性等问题,根源在于管理体制思维的潜在影响、网格化治理对象权利保障的缺失、基层网格化治理资源要素配置失衡以及基层网格化治理技术支持存在偏差。因此,强化基层网格化治理个人信息权益保护势在必行。应从实现以人为本的基层网格治理、构建个人信息权益保护体系、强化基层网格化治理资源要素匹配及规范网格治理技术规则运用等方面入手破解当前困境,以在基层网格化治理中有效保护个人信息权益。

The protection of personal information rights and interests in the field of grass-roots grid governance has its particularity,which is reflected in the integration of the field,the continuity of time,the wide area and inescapability of the scope.At present,there are some problems in the protection of personal information rights and interests of grass-roots grid governance in China,such as imperfect personal information protection system,non-compliance of personal information acquisition mode and lack of symmetry in personal information collection.The root causes are the potential influence of the thinking of the old management system,the lack of protection of the rights of grid governance objects The imbalance of resource element allocation of grass-roots grid and the substantive deviation of grass-roots grid technology governance.Therefore,it is imperative to strengthen grass-roots grid governance and protect the rights and interests of personal information.Through the realization of people-centered grass-roots grid governance,the construction of grass-roots grid information rights and interests protection system,the strengthening of grass-roots grid governance resource element matching and the standardization of grid governance technical rule governance,four strategies are used to solve the current dilemma,so as to effectively protect personal information rights and interests in grass-roots grid governance.
