提高城乡基层党组织整合资源能力的若干思考

党的十七届四中全会《决定》提出＂统筹城乡基层党建工作,促进以城带乡、资源共享、优势互补、协调发展＂的新要求,提高城乡基层党组织整合资源能力既是促进城乡基层党组织优势互补、协调发展的重要环节,更是城乡基层党组织执政能力的重要体现。提高城乡基层党组织整合资源能力应坚持系统性、以人为本、循序渐进的基本原则。而明确定位、打好基础、抓住关键和加大关爱力度则是提高城乡基层党组织整合资源能力的主要路径。

To Improve the Ability of Integrating Resources for Urban and Rural Grassroots Party Organizations

A new requirement was proposed in the Decision at the Seventeenth Fourth Plenary Session of the Party.The requirement of ＂improving the ability of integrating resources for urban and rural grassroots party organizations＂ is not only an important part to promote complementary and coordinated development of urban and rural grassroots party organizations,but also an important manifestation of governance ability for the grassroots party organizations.It should adhere to the basic principle of systematic,people-oriented and gradual and orderly progress.An important way is to clear positioning,lay the foundation for,seize the key and make more efforts for urban and rural grassroots party organizations.
