中国崛起之软权力塑造战略

全球化和信息化是中国崛起的时代背景,这使得中国崛起与历史上其他大国崛起的时空条件迥然不同。在全球化和信息化时代,软权力的地位和作用日益凸显,以至于成为评判世界一流强国的重要标尺。今后大国的崛起将意味着硬权力和软权力的全面提升。经过数10年的经营与建设,中国的硬权力已经显著增强,但软权力一直是中国综合国力构成中的弱势成分。硬权力和软权力的关系表明,硬权力的增长并不会自动促进软权力的增长。软权力的增强需要有相当的政治意愿和国家意志予以推动,需要长期的塑造、经营和建设,应该将软权力的塑造提升到战略高度,逐步形成中国的软权力塑造体系,从而为中国的崛起提供重要平台。

On Strategy of Soft Power for China's Rise

With the globalization and information-centered background of the day,China's rise is a far cry from the time condition in which other great powers rose in history.In the globalization and information-(centered) era,the position and function of the soft power are increasingly becoming so noticeable that it is(considered) as the important criterion when judging world first-rate powers.Therefore,powers' rise will(indicate) the comprehensive promotion of the hard power and the soft power.China's hard power,after its(operation) and construction for dozens of years,has remarkably been strengthened,but its soft power has(remained) a weak part in the overall national strength of China. The relation between the hard power and the soft power gives the fact that the growth of the hard power can't automatically promote the growth of the soft power,while the strength of the soft power relies on the government's political wish and national will,along with the long-term molding,operation and construction.So molding soft power should be taken into account from the strategic perspective and the molding system should be formed step by step so as to create(circumstances) for China's rise.
