建设社会治安防控体系是贯彻科学发展观和构建和谐社会的必然要求,而目前我国的社会治安资源并未充分开发,治安防控总体仍缺乏社会合力,影响了全社会齐抓共管治安格局的形成.因此,有必要研究和推进社会治安资源的开发、整合、运用,建设一个集打击、防范、控制、管理于一体,多层次、全覆盖的社会治安防控体系.
