浅议公安应急管理

在政府应急管理框架下，公安部门的应急管理以“一案三制”建设为主线，以城市应急联动系统为载体，处置涵盖全部类型的突发事件。然而，政府应急管理框架下所存在的各部门权、责、利界定不清等问题，影响了公安机关与政府其他部门处置突发事件的合力。公安部门应正确定位和强化“复合治理”与“跨界治理”，完善现有的应急联动系统。
