以县城为中心推进县域经济的工业化城市化进程

工业化城市化是县域经济发展的根本途径,市场化是工业化城市化的灵魂,农业产业化是工业化城市化的一条捷径,信息化是工业化城市化的有力杠杆。“乡镇企业 小城镇”模式极大地推进了县域的工业化城市化,但其“分散性、不规模”倾向与现代工业和城市发展的“集中化、规模化”趋势是不相一致的,同时也直接导致了城市化和第三产业发展的滞后,又间接地发展和固化了我国的二元经济社会结构。“以县城为中心发展重点小城镇”是新时期县域经济工业化城市化的必然选择。这需要国家加大投入,城镇注重发展实业,努力建设“农民城市”,大力发展个体私营经济,并把软环境建设放在关键地位。

Industrialization of agriculture is a shortcut to industrialization and urbanization. Informatization is a strong lever of industrialization and urbanization. Township enterprise and small towns have greatly promoted the industrialization and urbanization of county areas, but their liability of dispersibility and miniature differs from the centralization and scale trend of the development of modern industry and cities, which at the same time has directly resulted in the lagging of the development of urbanization and tertiary industry .It also has indirectly developed and solidified our nation's social structure of binary economy. Regarding county town as the center to develop key small towns is the necessary choice of county economy's industrialization and urbanization in the new period. It requires that our nation increase the devotion, and the towns put great importance in developing business. In county areas, it also requires that great effort be made to build the city of farmers, develop private sector of the economy, and put the constructions of soft environment in the pivotal place.
