| 摘 要： | 告知程序作为行政处罚的必经程序,在行政执法活动中居于重要地位。但由于各方面的原因,告知制度在告知的主体、内容、阶段、形式、笔录制作等方面的法律适用中存在诸多问题,亟待认真分析其原因,寻求依法适用告知程序的对策,以期实现行政处罚法的立法宗旨。
