| 摘 要： | 建立在宪政基础上的立法听证制度,体现立法的公正性和民主性,是实现法律正义的有效程序。我国宪法确立的人民主权的原则为立法听证提供了深厚的法理基础。立法听证制度与人民代表大会制度在实质上是一致的。借鉴国外的立法听证经验,逐步建立有中国特色的人大立法听证制度,完善我国社会主义民主立法体制,推动我国的民主化进程,实现政治文明。

| Abstract: | Legislation hearing system,which is founded on t he constitutionality and shows the justice and democracy of legislation,is a val id procedure to realize law justice.People's democratic system,established by o ur country constitution,supplies deep foundation of principle of law to it,which is accordance with the system of people's congress.Drawing lessons from the ab road experience,we should establish gradually the legislation hearing system wit h Chinese characteristics,perfect our country socialism democracy lawmaking syst em,push the democratization progress of the our country,and realize political ci vilization. |
