在以往的社会建设中,政府效能并没有达到预期的目标,其根本原因在于政府社会建设权力过于集中,没有很好地发挥广大人民群众的主动性和创造性,因此,需要通过法律构建由社会群体构成的社会体制,集中全社会力量来构建社会主义和谐社会。
