"Three Reigning",a scientific conclusion summed up by the Communist Party of China from the history of revolution and reigning in China,is significant to the Party's long-range ruling.In order to stick to the "Three Reigning",it is needed to constantly perfect the political structure of "commanding the overall situation and coordinating the efforts of all quarters",well dispose the relations between the Party and people's congress,scientifically standardize the relations between the Party and government,and improve the Party's methods of conducting cadres.
