论马英九“外交”理念与主张、特点及其影响

Features and Impact of Ma Ying-jeou's Diplomatic Thinking and Propositions

Taiwan has witnessed a turning point in its policies on external affairs since Ma Ying-jeou took office. This pa-per first analyzes the main contents of Ma's "diplomatic" thinking and propositions; then it explores the background and objec-tives of these propositions as well as their basic features; finally it briefly discusses their implications and prospects. Ma Ying -jeou proposes to resolve the issue of "Taiwan's international engagement"through consultation and negotiation based on the "1992 Consensus" ,to abandon the "Scorched Earth Diplomacy" exercised by the DPP authorities and to explore" Taiwan's in-ternational engagement"by flexible and pragmatic means, all of which helps ease the tension and even confrontation between both sides across the Taiwan Strait in the international arena. Meanwhile, Ma's proposition to expand Taiwan's "international space" and" international personality" on equal footing with the Mainland will also exert certain negative impact on the" peaceful development" of the cross-Straits relations. It is yet to be seen as to how far Ma's" Flexible Diplomacy" can proceed in the fu-ture.
