| 摘 要： | 建设服务型政党和服务型政府的关键在于构建服务型领导。没有服务型领导，服务型政党和服务型政府就没有基础。与其它领导类型不同的是，服务型领导不是以领导者为中心，而是一种以下属、以追随者为中心的领导模式。在中国语境下，从“领导就是服务”转向服务型领导还需要走出思想误区、突破制度障碍，建立起服务型领导的特质模型，并从领导观念、领导职能、领导考核等方面加强服务型领导建设。

| Abstract: | The Rey ot building service type political party and service type govcrnrncnz is to construct the service leadership. No the service leadership, no the basics of service type political party and service type government. Difference from the other pattern of the leadership, the service leadership is not the leader-- oriented, but the subordinate, or followers--oriented. Under the Chinese context, the ＂leader is servant ＂ to turn to the service leadership need walk out the wrong view, breach the system obstacle, to build traits model of the service leadership, and enhance the service leadership construction from the leader opinion, leader duty, leader assessment, and so on. |
