论管制型向服务型理念转变下的人口管理

人口管理是我国行政管理的一项重要制度,具有措施法制化、方式层次化、对象动态化、主体多元化、要求人性化等特征。因而,管理型人口管理已不适应时代发展要求,必须向服务型转变。为此,必须更新管理理念,夯实思想基础;要树立依法行政理念;要树立以人为本理念。

On the Shift of Population Management from Regulation to Service

Population management is an important system of administration in our country.it has many features for examples：legal measures 、hierarchy method、dynamic object、diversified subject、human demand and so on.Thus,the managed population management no longer adapts to the developing requirements of the times,we must shift to service-oriented.Therefore,we must renew the ideas of the manangement,tamp the ideological basis;To establish the concept of the lawful administration;to foster a people-oriented concept.
