On Nature of Action of Public Policy-making System and Its Risks

In the process of public policy-making,public policy-making system has its own distinctive nature of action,and its policy-making action has relative nature of independence,nature of object-directing,nature of behaviour -choosing and nature of interests -inclination.In the process there are also various elements of risks,for example,degree of completeness of policy -making information,degree of standardizationof policy-making procedure and whether policy-making method is scientific.Therefore we must take corresponding countermeasures,strengthen the system of policy-making information,improve the degree of completeness,strengthen the supervision of public policy -making,promote its standardization and democracy,absorb modern theory and method of policy-making science,make the method of policy-making scientific,thus reduce the risks and improve the efficiency and quality of public policy-making.
