For more than 40 years,the rights abusing of copyright collective management organizations have been being noticed.Intellectual property rights' owner is given extensive legal rights,the copyright collective management organizations such as the association of music copyright,as a copyright management bodies,have a monopoly status.While in many cases,the ultimate victor is collective copyright management organizations,but those cases make us think: how to manage the copyright collective management organizations,how to control their rights abusing behavior,and how to protect the rights of users of works,is an issue which should not be ignored.
