治理范式下的社区居民参与研究

社区居民参与是治理范式的本质要求，对于基层民主和社区善治的实现起着决定作用。按照治理范式的价值取向和衡量标准分析，中国社区居民参与总体呈现为低度参与，其原因在于科学的社区治理结构尚未形成，臣民意识、单位意识的历史惯性，公民社会发育不足和制度化平台缺失。
