现行省级行政区划改革的系统思考

以省级建制调整为核心的行政区划改革是现阶段行政改革的一个突破口。我国现行省级行政区划的设置不够合理,存在诸多弊端,包括直辖市数量过少,发展水平悬殊,分布不平衡;省级行政区界犬牙交错,资源性矛盾突出,破坏经济区域完整性;城市辐射功能弱化,地区发展不平衡,机构臃肿,效率低下等。因此,应以优化地区布局和强化经济全方位辐射为基本思路,以增加省级行政区划数量、划小省级行政区划规模为中心,以增设直辖市、发挥中心城市的辐射带动功能为重点,并与市县脱钩、省县直辖、减少行政管理层次相配套,对现行省级行政区划进行改革。由于省级区划改革是一个牵一发而动全身的系统工程,必然会带来复杂的利益重组和冲突,因此改革将遇到的困难和阻力可想而知,这就需要充分研究、科学论证,有计划有步骤地逐步推进。

A Systematic Thinking of Reforming Present Administrative Division at the Provincial Level

The current administrative division reformation centering on the adjustment of organizational system at the provincial level is the outlet of administrative reformation in China.In China,the present setup of administrative division at the provincial level is not rational enough and has manifested many drawbacks.Therefore,we must reduce the layers of administration,on the basis of optimizing the layout of district and strengthening all-directional radiation in economy,adding the number of provincial districts and dividing the scale;emphasis should also be laid on the municipality directly under the Central Government.Because it is a systematic work and involves many people's interests and conflict,it is difficult to implement and therefore needs complete research and scientific conclusion.
