| 摘 要： | 荒漠化治理属于公益物品,具有不排他性和非竞争性,因此政府在其中应起主导作用。但目前,我国政府在荒漠化治理中的作用还没有充分发挥。今后应在直接投资、鼓励创新、发动社会参与等方面进一步加大力度。

| Abstract: | Combating Desertification belongs to public goods which have the feature of non-exclu- sive and non-rivalry.Thus government should act as the leading role.Presently,however,our country's government has not fully played its function well.From now on,the government needs to further exert its authority in such aspects as increasing direct investment,encouraging innova- tion,and launch social participation. |
