| 摘 要： | 2008年金融危机爆发后,“系统重要性”这个词语频现各大媒体.监管系统重要性金融机构的前提是有效识别系统重要性金融机构.缺乏有效识别,监管就是无根之水.本文以“系统重要性”这个短语为中心展开,从“系统重要性”的含义出发,详细讨论了国际上“系统重要性”的定义及决定因素,并从定量与定性两个维度讨论了“系统重要性”评估的国际做法,最后对系统重要性金融机构的危机救助提出政策建议.

| Abstract: | The term ＂ systemically important＂ frequently appears in every medium after 2008 financial crisis. Assessment of ＂systemically important＂ is the necessary condition for regulating systemically important financial institutions. This paper is centered on the word ＂Systemically important＂ , reviews how international world defines this word and its determining factors, and discusses international practices from quantitative and qualitative dimension on the assessment of ＂systemically important＂. Finally this paper gives advice on the crisis management arrangement of systemic important financial institutions. |
