论行政国下的行政价值目标

在行政所追求的价值目标这一主题中,价值主体是行政权的最终归属者——具体个人,价值客体即是行政。本文得出行政价值目标的方法是:对行政国下行政的固有属性和个人的合理需求进行分析,在寻求二者关系一致性的过程中,自然得出行政所追求的价值目标。由此可知,行政的价值目标有三,分别是行政民主、行政法治、行政效率。特别是在中国行政主导改革的条件下,行政对民主、法治和效率的追求,对于整个国家政治框架下的民主、法治和效率,有着极大的示范和助推作用。
