| 摘 要： | 刑事政策作为社会政策的一种,在犯罪控制系统中起着决定性作用。刑事政策制定中应将民意作为一个考量因素,体现最广泛的社会公众的利益和呼声。同时要确保民意测验结果的可靠性,并且不能惟民意是从,要对民意做认真分析和引导。

| Abstract: | Criminal policy,as a kind of social policy,plays a key role in criminal controlling system.Considering the people's will as a factor is very necessary in formulating criminal policy and expressing the benefit and voice of the wide public is the same.Furthermore,we should make sure the reliability of public opinion poll,analyze and guide people's will carefully,and avoid following the people's will easily. |
