| 摘 要： | 海上警察制度在当今世界海洋大国发挥着重要的作用,体现着一个国家对相应海域的主权。文章就外国主要国家的海上警察制度进行了考察,论证了在我国建立海上警察制度的必要性和可行性,分析了我国目前海事警备力量的不足和差距,初步提出了构建我国海上警察制度的设想和建议,以期能在新时期为打击和预防海上恐怖主义犯罪起到积极的建设性的作用。

| Abstract: | Maritime police system is displaying important functions in the big oceanic countries and embodying sovereignty of corresponding sea areas. This article explores foreign maritime police systems of the main developed countries, demonstrates necessity and feasibility of establishment about Chinese maritime police system, analyses shortages and disparities that exist in Chinese maritime guard force and tables some primary assumes and proposal in order to build Chinese maritime police system which could attack and defend terrorism criminals at sea ,and hopes it could bring into active and constructive effects. |
