无直接利益冲突群体性事件应急处置方略——兼对湖北石首事件处置评析

无直接利益冲突事件往往没有预谋、没有组织策划,纯属偶发的自发行为。一旦发生后,该类事件中的参与者在群体心理和心态相互影响下,出现群体无意识和狂热性;事件过程中的信息通过手机短信、录像、无线及有线互联网等新传媒方式,使网络力量由虚拟走向现实;并有损害政府合法性基础、可能升级为直接利益冲突和泛化的趋势。从发生机制看,无直接利益冲突群体性事件存在着"点火源"。从扩散机理上看,此类事件存在着从指责个别问题到对普遍性问题的关注,由无直接诉求向有诉求的扩散方式演变;从信任缺失到积极对抗,并希望引起更高层政府关注和寻求中立的第三方权威力量支持;事件信息传递复杂、迅速,呈网状扩散;由现实纠纷事件到网络群体围观再到现实群体冲突等行动逻辑。故此,除使用常规、已有的处置办法之外,还应该扩大公安网监部门的职责权限;加强特定人群的心理引导和干预;建立公权力当事人的回避制度和畅通的信息报送机制。
