摘    要:我国改革已进入攻坚期,各种社会矛盾日益凸显,维稳问题应运而生。政府相关部门对"打错门"事件和深圳"5.26飙车案"的处理方式代表了两种维稳观,即暴力维稳和理性维稳。权力与权利的角逐决定了维稳的走向,以权力训导权利表明维稳采取的是暴力的方式,导致的是短期的暂时的稳定;而以权利驯服权力才是理性维稳,并最终达到稳定的理想状态,即实现国家的长治久安。理性维稳是构建和谐社会的必然要求,创新社会管理是理性维稳的关键,维护群众权益机制是理性维稳的制度化保障。

Abstract:With our country' s reform stepping into the crucial stage, various social contradictions emerge in- creasingly, and problems of stabilization arise accordingly. Two different processing modes of relevant government sections, such as wrong-hitting gate and Shenzhen 26-May fast-car-case, represent two kinds of stabilization concepts, that is, violent stabilization and reasonable stabilization, respectively. The trend of stabilization is determined by the competition of power with right. When fight was suppressed by power, a violent mode was chosen as the stabilization process, which must lead to a short-term and temporary steady state. However, when power was tamed by right, the stabilization can only become reasonable, leading to a long-term and per- manent ideal state, and a long period of political stability can thus be realized. Reasonable stabilization is the crucial requirement for the establishment of harmonious society, whose master key is the innovation of social administration, and the systematized guarantee is the masses-rights-maintaining system.
