| 摘 要： | 调查表明 ,目前督察机构在运用督察职权方面具有局限性、被动性、随意性、软弱性等特点。究其原因 ,一是思想认识上的严重偏差 ;二是督察民警自身素质不高 ;三是“人情”关系的复杂化。对此 ,应努力营造良好的督察氛围 ,全面提高督察民警素质 ,转变现有督察工作模式。

| Abstract: | The convey suggests that the applying of supervision power by supervision organs has such features as limitation, passiveness, arbitrariness, and weakness, etc, which lie in the following: 1, serious ideological deviations; 2, low quality of the supervision police; 3, complicated connections. As a result, a good atmosphere of supervision should be created in order to improve the quality of supervision police and to change the present operation model. |
