信访问题与处置研究

我国改革开放过程中积压的各种矛盾,集中体现为信访活动.信访事件所产生的负面影响,在一定程度上危及了社会的稳定,不利于社会主义和谐社会的顺利构建.国务院新颁布的<信访条例>,以保障人民群众合法权益为核心,创新地确定了信访处置的工作机制和责任追究制度,初步构建了信访处置的治本之路.但一部行政法规的作用毕竟有限,要解决信访问题仍然存在许多需要下大力气逾越的障碍.

A Study of the Problem of Trust Appeal and Its Management

Varieties of contradictions during the reform and opening - up in our country are centralized into the activity of trust appeal. The negative influence of trust appeal is harmful to social stability to some extent and to the healthy development of socialistic harmonious society. The newly enacted "Regulations of Trust Appeal" by the State Council focusing on the guarantee of people's legal rights creatively confirms the working mechanism of trust appeal management and the system of responsibility and begins to form a way of getting trust appeal management at the root. However, with the limited function of a single administrative law, there are still lots of obstacles remaining to be overstepped in this issue.
