Abstract: | After more than a decade of sharp conflict, environmental and chemical industry lobbyists sat down in direct, private negotiations on reforming pesticides regulatory policy in the United States. This article examines the dynamics that transformed longtime adversaries into temporary collaborators during 1985–86. It also examines why the efforts of this ad hoc coalition eventually failed. In doing so, this case looks into the current state of relations among American interest groups, and between the interest group community and the Congress. |
