试论警民和谐的制度保障

警民和谐是公安机关“软实力”的体现。当前，警民关系还存在着诸多不和谐，造成警民不和谐的原因是多方面的。增进警民和谐除了加强民警职业道德和服务意识的教育以外，还应加强外在制度的约束和保障。国家应通过法律的形式进一步明确警务范围，杜绝部分地方政府和官员滥用警力；通过律师在场制度和非法证据排除制度根除刑讯逼供，减少冤假错案和当庭翻供的现象；要进一步完善执法程序、执法资格考试制度，大力实行警务公开和监督制度，保障执法公正和良好职业习惯的养成，最大限度地实现警民和谐。
