| 摘 要： | 法律法规在国家、社会、政治、经济和文化等各个领域发挥着各自极其重要的作用，为了准确把握相关内容，对于一些概念、语词，立法机关要给予解释以消除理解上的歧义。行文中使用释义，是为了使法律术语的含义更清晰、更简洁，这些释义方法包括：1．下定义；2．诠释；3．界定适用范围等几种形式。
