| 摘 要： | 作为观念形态的政治文化,与对政治共同体的作用一样,对公共行政也起着重要影响。由于能够塑造和规定公共政策体制及政策过程,政治文化影响着公共政策。政治文化对公共政策具有认同、沟通功能,影响决策者功能,影响政策执行功能以及政策凝聚力功能。
