再造理论与政府再造：理念与实践

再造理论最初源于企业管理,即企业再造理论。20世纪90年代后期,随着西方国家政府改革的深入,再造理论也被引入政府改革当中,形成了声势浩大的“政府再造”的口号和运动。但是,由于企业管理与政府管理存在着一定的区别,甚至可以说具有根本性的不同,因此,再造理论在政府改革中的运用,需要进一步地分析其所蕴含的理念与精神实质,政府再造在实践过程中必须始终坚持“以公民为导向、重视服务和绩效、强调流程整合”的理念。

The Theory of Reconstruction and the Government Reconstruction: Idea and Practice

The theory of reconstruction originated from enterprise management.In the late 1990s,with the further conduction of government reform in western countries,the theory was introduced and thus led to the appearance of the slogan and great movement,"government reconstruction".However,due to the differences between enterprise management and government,especially some essential differences,the application of the reconstruction in the government reform required further analysis on the idea and nature implied in the theory.During the course of government reconstruction,it is necessary to stick to the idea,"taking the people as guidance,focusing on service and achievement,emphasizing integration of process".
