政府决策的经济学研究

当代政府决策经济理论认为 ,只有在机构设置、组织安排和官员选拔过程中充分考虑到成本收益、利益导向和激励约束等关系 ,才有可能建立科学合理的政府决策体制。我国当前土地资源的流动在很大程度上是政策因素作用的结果 ,而这些政策大多未经过严格的经济学分析 ,存在很多漏洞。探寻政府决策的经济运行机制 ,是建立严格的土地审批制度的关键。

On the Government Policy-decision from the Perspective of Economics

The contemporary economic theory related to the government policy-decision holds that a scientific and rational system of the government policy-decision can be established only when the cost-profit relationship, interest attraction and stimulation and other influential factors have been fully taken into account in the process of the institutional establishment and the appointment of officials. The appropriation of land resources in China largely relies on the government policies, most of which have defects due to the lack of strict economic analyses. The study of the economic operation mechanism in the process of the government policy-decision is the key to the establishment of a strict system for the examination and approval of land use.
