On the Dilemma of Performance Legitimacy and Its Institutionalization Response in View of Effectiveness

As an important resource for countries ＇ ruling Party to draw in legitimacy, effectiveness is facing with internal dilemma in a process of modernization. Thus, legitimacy should be established on the basis of institution to surpass the dilemma concerning the improvement of sensitivity of political participation system on function of both ＇ introduction＇ and ＇ independence＇, the enhancement of ruling Party＇ s attention on procedure justice during power operation and the reflection and implementation of difference principle in the Party＇ s policy.
