公安机关公共安全管理中管理与服务关系的衍化

随着社会的进步和发展,越来越多的公共管理机构将“管理即服务”的理念内化为行动。公安机关在公共安全管理活动中实现了主客体在对立中达致协调,使服务成为公共安全管理的内核和方向。但公安机关在从管理到服务的衍化过程中存在着旧的管理体制和工作模式阻碍警民关系的改善、部分干警工作中服务意识淡化、软硬件投入相对滞后等障碍。

With the development of the socity,more and more managerial agencies have been aware that management is to serve,and have been putting this theory into practice,Police a-gencies have been making great efforts to reach at harmony between the managerial subjects and the managerial objects,and have made service to be the core and the destination of their management. But there are still many obstacles to this evolution,for example,the old man-agerial system and operational modes that hinder the improvement of the police-civilian rela-tionship, weak service consciousness among some of the policeman existed,the relative back-wardness of investment in the software and hardware, etc.
