创新中缅边境外籍流动人口服务管理工作的路径分析——以德宏傣族景颇族自治州为例

随着边境经济贸易的迅速发展和对外开放的进一步扩大，外籍流动人口大量进入德宏州，这些人员一方面积极促进了当地社会和经济的发展，另一方面给边境地区的治安管理带来较大压力，影响边境地区和谐稳定。为了推进公安机关社会管理创新健康发展，就必须在社会生活中找到切入点和突破口，解决好流动人口——尤其是边境地区外籍流动人口服务管理问题。

Analysis on Innovation of Floating Population Management and Service on China-Myanmar Borderline --Base on Case Study of Dehong Prefecture

Along with the rapid development of borderline economy and trade, as well as the further implement of opening-up police, there are more and more floating population in Dehong prefecture. On the one hand, these people have boosted local development. On another hand, they also bring more pressure on the public order management for keeping harmony and stable society on the border. In order to facilitate the social management development of public security organs, it＇s necessary to work out innovative methods to solve problems of both management and service to floating population on border. The measures include ： establishing service-oriented management while making better publicity for foreigners to know better about policies and laws of China; establishing mechanism to strengthen management over the ＂three illegals＂ -- illegal working, illegal immigration, and illegal residence; taking new measures and improving standard of service for floating population from aboard, in order to maintain prolonged stability on border area and assure the strategy of country can be fully implemented.
