| 摘 要： | 法律援助是一项扶助贫弱、保障社会弱势群体合法权益的政府公益性行为。其在实践依法治国方略、构建和谐社会等方面有着举足轻重的作用。但现实中法律援助的实施却存在着诸多问题。鉴于此，要整合资源，完善实施体系，充分发挥政府责任与律师义务，最终构建一套有中国特色的法律援助实施新体制。

It plays a pivotal role in implementing the strategy of ruling the country according to law and building a harmonious society, but many problems exists in its practice.
