地方政府间信息资源共享的推进机制研究

在中央-地方二层行政组织结构下,中央基于“权利-信息-系统”三要素构建的政务信息资源共享推进机制在地方遇到了推进不足、推进不均和推进不畅的困境。要建立“动力-资源-控制”三维地方政府间信息资源共享推进机制框架。地方政策引导在动力维度中发挥主要作用,人力资源是最重要的推进资源,完善的监督体系、明确的监督对象和严格的问责机制是主要的控制手段。出台地方性政策、加强信息人员培训、完善政治激励和问责机制更有利于地方政府间信息资源的共享。

Research on the Promotion Mechanism of Information Resources Sharing Among Local Governments

Under the central-local administrative organization structure,the government information resources sharing and promotion mechanism constructed by the central government based on the three elements of“right-information-system”has encountered difficulties of insufficient,uneven and unsmooth promotion in local areas.This paper proposes a“power-resources-control”three-dimensional framework for promoting information resources sharing among local governments.It is found that local policy guidance plays a major role in the dynamic dimension,and human resources are the most important promotion resources,and perfect supervision system,clear supervision objects and strict accountability mechanism are the main control means.It will be more conducive to the sharing of information resources among local governments,if we can introduce local policies,strengthen the training of information personnel,improve the political incentive and accountability mechanism.
