可持续发展导向的区域环境联动治理:场景与整合

随着区域环境整体性治理的推进,改革和创新联动治理机制的共识不断增强。但区域环境联动治理的制度困境仍然阻碍着治理绩效的提高。新公共治理视域中区域环境联动治理的现实挑战主要体现为联动机制复杂性影响治理目标协调,发展理念差异性导致治理责任错位,网络价值冲突性造成治理规范缺失。以发展维度分析和构建区域环境联动治理的可持续发展目标,运用政策整合推动可持续发展场景嵌入区域环境联动治理,从纵向整合、横向整合、社会整合三个层面寻求区域环境联动治理的包容性机制,以期进一步驱动区域环境联动治理制度优势向治理效能的转化。

Sustainable Development-Oriented Regional Environmental Linkage Governance:Scene and Integration

With the advancement of regional environment overall governance,the consensus on reform and innovation linkage governance mechanism is continuously increasing.In the perspective of new public governance,the realistic challenge of regional environmental linkage governance is mainly reflected in the complexity of linkage mechanism,the difference of development concept,the conflict of network value,which leads to the difficulty of coordination of regional environmental linkage governance objectives,the dislocation of governance responsibility and the lack of governance norms.Under the development dimension,we analyse and construct sustainable development goals for regional environmental linkage governance,use policy integration to promote sustainable development scene embedded in regional environmental linkage governance,seek inclusive mechanism of regional environmental linkage governance from three levels of the vertical integration,horizontal integration and social integration,in order to further drive the transformation from regional environmental linkage institutional advantages into governance effectiveness.
