From Destructive Conflict to Constructive Conflict: the Success of Retrofitting Elevators in Old Communities

How to successfully install elevators in old communities has increasingly become a major problem in the governance of urban communities,and conflicts between high-level and low-level residents representing different interests are inevitable.Based on the analysis framework of constructive conflicts,the process of the community’s retrofitting elevators in D district of W city shows that public conflict has both positive and negative functions;conflict resolution should adopt an integrated approach rather than the approach of controlling or compromising;a positive institutional environment has played a guiding and promoting role in advancing the installation of elevators;the community elites play the role of integrator in the resolution of conflicts.Therefore,when dealing with conflicts,we must promote its transformation from destructive conflict to constructive conflict,strive to integrate the interests of all parties,promote multi-party dialogue,and give full play to the role of the institutional environment and the community’s capable people at the same time.
