党政分工:新时代机构改革的深层逻辑

新时代机构改革是在推进国家治理现代化的大背景下而出现的一场深刻变革。基于机构改革经验和社会环境变化,新时代机构改革原则已转变为坚持党的全面领导、以人民为中心、优化协同高效和全面依法治国。在此指导下,新时代机构改革深刻揭示了党政分工的内在逻辑,一方面加强党管重大决策、纪检监察、干部人事、意识形态、统一战线职能,另一方面完善政府经济调节、市场监管、社会管理、公共服务、生态环境保护职能。沿着党政分工的基本路径,未来机构改革还应在增强党的领导力、提高政府执行力,统合“大部制”和“双合制”改革,科学配置党政部门内设机构权力和职责,推进国家组织法律和党内组织法规建设等方面下功夫。

Separation of the Functions Between the Party and the Government:Deep Logic of Reform of Party and State Institutions in the New Era

Reform of Party and state institutions in the new era is a profound evolution in modernizing China’s system and capacity for governance.Based on institutional reform experience and social environment change,overall Party leadership,people-centered,optimized,coordinated and efficient as well as law-based governance principles must be upheld in the reform of Party and state institutions in the new era.Under this guidance,it profoundly reveals the internal logic of separation of the functions between the Party and the government.On the one hand,it strengthens the functions of the Party in making important decisions,discipline inspection and supervision,cadre and personnel,ideology and united front.On the other hand,it improves the functions of the government on economic regulation,market supervision,social management,public services,ecological and environmental protection.Along the basic path of separation of the functions between the Party and the government,institutional reform should also strengthen the Party’s leadership and improve the government’s executive power,integrate the reform of“large department system”and“merger-combination system”,scientifically allocate the power and responsibilities of the internal institutions of the Party and government departments,and promote the construction of national organization laws and regulations.
