城市安置社区的吸附性治理及其治理成效——基于苏州市GT社区的田野经验

随着我国城市化的扩张,安置社区大量涌现,安置社区治理已成为时代课题。调研发现,城市安置社区治理呈现吸附性特征。地方政府以吸纳社区精英的方式建立起结构性的递进式层级治理体系,包括社区居委会以行政化和职业化为导向的正式吸纳、社区非正式组织的半正式吸纳、以激活社区居民参与为手段的非正式吸纳。在此机制下,安置社区治理呈现出治理重心下沉和政府兜底的治理取向,建立起了多元共治的快速回应机制和情法分流的二元融合机制,实现了安置社区的有效治理。

Absorptive Governance of Urban Resettlement Community and Its Effectiveness-Based on the Field Experience of GT Community in Suzhou

With the expansion of urbanization in China,many resettlement communities have been formed,and the governance of resettlement communities has become the subject of the times.According to the governance experience of GT resettlement community,urban resettlement communities show the absorptive characteristics.Local governments establish a structural progressive hierarchical governance system by absorbing community elites,including formal absorption,semi formal absorption and informal absorption.The governance of resettlement community shows the governance orientation of the sinking of the governance focus and the government’s pursing the bottom.It has established a rapid response mechanism of multiple co-governance and a dual integration mechanism of the separation of situation and law,and achieved the effective governance of resettlement community.
