| 摘 要： | 全国和地方性人口与计划生育法律法规的颁布,标志着国家通过法律的形式,确立了计划生育基本国策的法律地位。为了应对现行人口政策出现的问题,各地区对计划生育条例进行了修订修正,以适应人口政策转型升级的需要。

| Abstract: | The promulgation of national and local laws and regulations concerning population and family planning policy symbolizes the legal status of family planning policy as a basic national policy through the form of law.To react to the appearing problems of the present population policy,regions across the country have modified the ordinances of family planning in order to meet the requirements of upgrade and transference of population policy. |
