中国领导干部公开选拔的成本问题分析

摘    要:随着人才选拔机制的探索和实践,公开选拔正逐步成为我国当前领导干部选拔机制的主要趋势。由于选拔的范围广泛、选拔的对象复杂、选拔的要求严格使得公开选拔的成本问题愈发突出。公开选拔的成本较高具体表现为操作程序周期长、人员资金投入大、执行过程要求多。公开选拔成本问题的改进途径可从优化选拔程序、调整组织结构和完善公开路径方面进行探索。在公开选拔的过程中需要处理好两个关系:成本与效益的关系以及选拔和任用的关系。

Abstract:With the exploration and practice of personnel selection system, open selection is becoming the main trend of the Leadership selection mechanism. The wide range of selection, complex selection target and demanding selection make the cost of the open selection become more prominent . The performance of high cost of open selection include long - term operating procedures, big personnel funding and much implementation requirements. The improve measures contain optimize the selection procedure, adjust the organizational structure and improve the open path. In an open selection process, we need to handle two relationships that include costs and efficiency, selection and appointment.
