党的十九届四中全会通过的《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》,是一个关系党和国家长治久安的中国特色社会主义制度建设伟大工程,在党的历史上具有独特性和唯一性,具有里程碑意义。它构筑了党和国家长治久安制度建设的基本框架。党的领导制度体系建设是中国特色社会主义制度体系中最根本的制度建设。中国特色社会主义制度的众星捧月格局是相互衔接、相互联系的制度体系。目前的关键是加强干部队伍建设,不断提高领导干部的执政能力和治理水平。

The Great Project of Institution Building for Socialism with Chinese Characteristics

The Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning How to Uphold and Improve the System of Socialism with Chinese Characteristics and Advance the Modernization of China’s System and Capacity for Governance, made on the Fourth Plenary Session of the 19 th CPC Central Committee, is a great project of institution building for socialism with Chinese characteristics vital to the long term stability of the Party and the state, and a milestone unparalleled in the Party’s history. It constructs a framework of institution building for the long-term stability of the Party and the state. Institution building of the leadership system of the Party and the state is the principal institution building in the socialist system with Chinese characteristics. The core-associates structure of the socialist system with Chinese characteristics is an institutional system of connectedness and relatedness. The key at present is to strengthen echelon building of cadres, to continuously improve the ruling capacity and governing ability of the leading cadres.
