| 摘 要： | 非法集资活动，损害人民群众的切实利益、破坏金融秩序和影响社会稳定。近年来，不法分子以各种名目，利用各种手段，非法募集公众资金。部分非法集资案件涉案金额大，涉及人员多，涉及面广，社会影响恶劣。如何从法律和实践层面更好地防范和处置非法集资案件，是值得研究的课题。

| Abstract: | It has done something to harm the interests of the people and disrupted financial order to raise funds by devious ways.In resent years,some lawbreakers have raised funds by all kinds of devious ways.Some cases involved large funds and many personnel.How to take strict precautions against these cases and handle to raise funds by devious ways is a question for study or discussion. |
