政府整体绩效评价:理论假说及其实证检验——以2008年度广东省为例

政府绩效评价是公共管理及政府管理创新的前沿课题。作为一个全新的范畴,政府整体绩效评价具有典型的本土特色。社会主义历史条件下,我国地方政府整体绩效评价构成了民意表达的基本路径,具有民主导向与技术完善的双重功能。本文提出了政府整体绩效评价结果导向的理论假设,并依据既定的技术方案,基于独立第三方立场和公众满意度导向,利用2008年度针对广东省地方政府整体绩效评价及公众满意度调查的系统数据,检验理论假设的科学性与合理性。研究表明,我国地方政府整体绩效评价是公民对政府表现的综合评价,其过程承担民意表达的功能,其结果将成为民主政治发展和行政体制改革的内在动力。

Overall Government Performance Evaluation:Hypothesis,Theoretical Demonstration and Empirical Study on Guangdong Province 2008

The government performance evaluation is a project at the forefront of the innovation of public management and government administration.As a brand-new area,the overall government performance evaluation is of typical Chinese characteristics.Under the history of socialist,the overall government performance evaluation of China local governments constitutes one of the basic routes of public opinion expression,with the dual functions of democracy-conduction and technical-perfection.This paper firstly puts forward a theoretical hypothesis concerning result-oriented overall government performance evaluation,and then establishes an integral technique route;furthermore,with the orientation of independent third-party position and public satisfaction,the paper analyses and reviews the data for overall government performance evaluation and the survey for public satisfaction of Guangdong’s city and county governments in 2008,for the purpose of demonstrating and testing the hypothesis.This research shows that the overall government performance evaluation of China local governments reflects citizens’ comprehensive appraisal of government performance,that its appraisal course indicates the function of public opinion expression,and that its results actually form the internal driving force for democratic political development and administrative reform.
