| 摘 要： | 近年来，越来越多的犯罪分子采用人货分离的方式运送违禁品，警方在发现违禁品后，如果仅仅简单地加以扣押，往往使之成为“无主”的货物。采用控制下交付手段，让货物按既定计划流转并对其严密监控，能促使涉案的犯罪嫌疑人暴露出来，从而取得侦破此类案件的最佳效果。

| Abstract: | Recently, more and more crime carry out illegal goods with passengers-and- goods separation. After police have found illegal drug, which if simply is seized, often make it become stateless goods. Measure by controlled delivery, and make goods transferring and strictly monitoring in accordance with plan, can make crime suspect exposed so as to obtain the best result. |
