Sovereignty is the determinate authority, which comes from society,and is over society.So sovereignty must maintain close contact with state.It is the independent,self-governing sovereign power that a state owned to deal with domestic and international affairs.State sovereignty has various characteristics,such as political and beneficial;supreme and authoritative;self-governing and equal;historical and relative;structural and holistic.
